South Korea wary of North's foot-and-mouth outbreak

North Korea's Ministry of Agriculture said in a state news agency report that at least 3,200 pigs have been infected with foot-and-mouth since January, and the disease is spreading because of shortages of vaccines and disinfectants.

South Korea has offered help, which would be the first government-level humanitarian help since 2010. "The government has suggested a meeting to discuss and offer aid as it understands that this requires urgent measures," said the South Korean ministry.

South Korea culled 10% of its cattle and hogs in 2010-2011 after an outbreak that cost billions of dollars to contain. It stepped up measures on the border to stop those crossing from the north inadvertantly carrying the disease with them. 

North Korea suffered an outbreak in 2011.
