Bill proposed to make Filipino footwear and leathergoods more competitive
Stella Luz Alabastro Quimbo, a member of the Philippines' house of representatives for the north-eastern city of Marikina, recently filed house bill 10723, also known as the Philippine Footwear, Leather Goods and Tannery Industries Development Act of 2022. 

Known locally as the country's “shoe capital”, Marikina is located roughly 15 kilometres from the centre of Manila. 

The bill reportedly proposes increased government support for Filipino manufacturers and sellers of leather, leathergoods and footwear, such as soft loan packages, training initiatives and an industry roadmap jointly formulated by government and relevant stakeholders. If written into law, it would also recommend penalties for those who fraudulently declare their goods as locally made.

Notably, the bill would further involve the establishment of a competitive enhancement fund to not only support the marketing of footwear and leathergoods, local media said, but also offer help with the payment of rent on commercial property.   

The newly proposed law has so far passed its first reading.
