Poland looks to postpone new by-products legislation

Unless the Polish government succeeds in negotiating a delay, new European Union rules governing the processing of meat not destined for human consumption will come into force in the country at the beginning of next year.

Designed to augment existing measures governing the processing of meat for human consumption, the legislation stipulates strict rules for the collection, transportation, storage, handling, processing  of all animal byproducts (ABPs). The aim is to further protect the food chain by guarding against possible contamination of water courses, animal feed and the general environment by BSE-carrying agents.

Agreed by the EU Council of Ministers in November, the new rules will apply throughout the 15 current member states as of May 1, 2003. They will thus form part of the ‘Acquis Communautaire' which Poland is obliged to take on board from the beginning of 2004. However, observers say it is likely that the Polish government will seek an extended transition period, so as to reduce the financial impact on the meat and food sector.
