Customs union of five CIS states

The Customs Union of five Commonwealth of Independent States (CIS) member-countries - Russia, Belarus, Kazakhstan, Kirghizia and Tajikistan – will be transformed into the Eurasian Economic Community (EVRAZES) before the year's end.

This was revealed by Valery Vorotnikov, a member of the permanent commission on legal matters of the inter-parliamentary committee of the CIS, and deputy chairman of the legislation committee of the State Duma (lower house of Russian parliament).

The commission is reported to be preparing ground rules for the formation of the Inter-Parliamentary Assembly (MPA) of EVRAZES and has already decided to adopt a quota principle of representation in the MPA, in accordance with a contribution made by each country. According to Mr Vorotnikov, the greatest contribution is to be made by Russia and the MPA will not use the "one delegation one vote" principle. Instead, each parliamentarian of the EVRAZES MPA will have his or her own vote.
