The proposed delay on the implementation of the European Union Deforestation Regulation (EUDR) has cleared the final hurdle. 

On December 18, the Council of the European Union, which is made up of senior ministers from each of the member states, agreed to a targeted revision of EUDR. The aim of this revision is to simplify its implementation and to make sure operators, traders and authorities are adequately prepared.

This will include streamlining due diligence requirements and the postponement of the application of the regulation for all operators until December 30, 2026, with “an extra six-month cushion” for smaller companies.

The Council said this was in response to concerns raised by member states and stakeholders regarding the administrative burden and the readiness of the IT system necessary for EUDR to work.

The revision also introduces the obligation for the European Commission to conduct a simplification review of the regulation and present a report by April 30, 2026.
