Paraguay: new proposals could hit hide smugglers hard

A member of parliament in Paraguay is proposing a new series of sanctions to discourage exports of raw cattle hide from the South American country.

The politician, named Elvis Ramón Balbuena, has said the measures will help tanners in Paraguay take their businesses forward and become more advanced. He said the government would hold a debate on the matter in parliament and consider making the proposals legally binding.

Mr Balbuena has suggested that any party breaching a ban on exports of raw hides should face a penalty of between five and 10 days of forced inactivity. In addition, they would lose the hides and even any vehicles used to transport them. These assets would then go for auction, with the money raised being divided among the agent who catches the smugglers (40%), the local authorities where the offence takes place (30%) and the regional government (30%).

“This will be of benefit to the whole of Paraguay,” Mr Balbuena has told local media.
