When driving in China it is best to assume there are no rules. Of course there are and, this being China, plenty of them. The point is no one takes any notice or, more precisely, they choose to accept some and reject the others. It’s rather like doing business in the country, which may have some bearing on why driving in Wenzhou seems even more hazardous than elsewhere. For Wenzhou, a large city in the south of Zhiejiang Province, close to Shanghai, has the largest private sector of any city in China. Estimates put it at around 90 percent, higher even than the 70-80 percent found in the wealthiest parts of Guangdong Province and the Pearl River Delta.
